What is the best way to fish for snapper off a boat in coasta rica / Panama?

Surface poppers work well - in the Yo-Zuri range ones like Hydro Tigers, Surface (GT) Bulls and Surface Cruisers. (There're a whole range of other manufacturers though.) As do livebaits - Blue Runners are popular. (But we've even had Cuberas attack 5 and 6lb Black Skipjack livebaits when we're fishing over shallowish reefs for Black Marlin!) And chunks of Tuna freelined also work.

If you have Sky, Discovery broadcast a series occasionally called The Fishing Adventurer; one episode is set in Costa Rica fishing off the beach and close inshore in the Gulf of Nicoya/Cabo Blanco region. Presenter took a lot of jacks, tuna and a big snapper close inshore on poppers and diving plugs trolled from small skiffs.
