I went pike fishing once - many moons ago, and caught a licking great brown trout on a rapala J13 out of the river test in hampshire.
The fresh water fish are genetically identical so there is no real reason why it wont work. As mentioned by others tho, there are better lures to try.

Tasmanian Devils in either silver/grey or blue/silver. Small tobies are good as are mepps (don't cast far though). Sea trout take surface 'popper' flies on rivers at night so no reason why they wouldn't do it in the sea...will need to be dark though as during daylight it simply scares them.

The sea trout can be the most infuriating fish that an angler can target as i have pulled my hair out/smashed fly rods in the past to testify this, one thing for sure is that whatever is written about catching them -the sea trout will come back and bend the written rule.I would say that they can be caught on most things that are of a shiny, flashy sandeel nature and the biggest thing I learnt in my time spinning for these beauties was the speed of retrieve, keep it quick and if you think it's fast speed it up again..it works in Northumberland in the sea and rivers..sixo
