just a thought, if a licence was to come would the 3 mile limit still work? i always fish between 5-40 miles at sea could they still enforce a licence that far from land? steve

Not without the sort of investment that the US Coastguard have, can you see our government investing a penny into policing the taxes they impose on us other than enforcement against those not paying?
What benifit the tax is supposed to impart is totally irrelavent to the actual aim of the tax, namely separating you from your hard earned with some etheric justification.
