NO license to sea anglers
Just license bait diggers who supply shops and license the shops to sell bait and prove by certificate and or self employment documents who supplies their bait ...Watch the bait beds recover over night.
It is far easier to control say 5000 bait supply outlets and their limited number of bait diggers rather than create a monster blanket licensing system for all sea anglers who may occasionally want to collect bait that will bog its self down right from day one.[B] Sea angling 2012 survey & boat survey , be warned that various paid people male or female will be trying to find out what you are fishing for , what you spend and how often you do it etc.. They won't necessarily have a clip board or visable ID and may be part of a family or group you don't know.
It is for Brussels and anti sea fishing groups to use with the possible introduction of a sea angling licence & horrific restrictions on your sea angling ...... talk to them at your peril.

so bang goes the last minute fishing trip then, missed low tide, go to the shop... but... oh no, no worms no one wants to dig anymore cos they now have to pay tax on their 10-15p a worm, and the shop won't pay the 25p a worm tha they now want to cover tax and fuel
these guys got off their arse to get em at 4am, would you ? 8/9 days out of 14?,
i dig my own where possible, but rely on the diggers, many who do it around their day jobs (self employed mostly),

will you lot stop it. every time i hear that word l------ i cringe - it should be deleted from the english dictionary. do,nt you know that every time its mentioned some little jobsworth rubs his hands and say,s, - another way to raise revenue.
as for the word t-x it should be changed to tacks, and only be refered to when re-felting a garden shed.
i can just imagine the sight of t-x inspectors, running up and down the low water marks in their geordie pyjamas trying to catch some poor digger trying to earn a crust. --- as for the price you would have to pay, it would be one lug or two sir, except for the wealthy .

I've noticed a few threads like this in the past, where people get upset 'pro diggers' nicking all the worms. I can understand why people get a bit frustrated with it, but they're a godsend in areas like Suffolk. My nearest lug bed is about the size of your average living room and the worms smaller than your average maggot! Oh yeah, and it's nearly 40miles away. The next nearest is about 60-70 miles away, I cannot dig my own bait (and believe me I'd love to).
On the tax front, they should be paying tax. Tax law says that if it's earned income then you're liable to income tax, unearned and you're liable to capital gains - they get you either way! All diggers should be paying tax, although if they did I'm some of the less honest ones would have to stop claiming incapacity benefit!

by hitting bait diggers you will pay more in the shop thus more anglers will dig their own bait, this allways means they dig twice as much as they need throwing most of it away
forget the rest use the best Zziplex....

Why do you feel the need to tax everything there are only making a living and are doining everyone a favour at the same time just leave them be.
That which is irresistable to fish will always be irresistable to anglers the world over..
