Different manufacturers seem to have differing ideas on size as they tend to go by strength then loosely group them into size. Try comparing a Sakuma swivel against most others and you'll find it's much larger, like Sakuma hooks also tend to be.
My Dad recently spend a while testing a load of swivels for Seagull Rigs, testing them for strength and durability. Not only did the size vary greatly but the breaking strain did too
P.S. If you want to know which were the best and the worst in the tests you'll have to ask Martyn, but I've started using Carp Power Swivels

That's OK but it takes a lot of force to move a large swivel when its under load. Use too large a swivel and you may as well not bother using one at all...
