Natural arch

hi all
whats the best tide state to fish the arch for conger? i was told over low but is this right? is it worth trying for conger down there yet or is it abit early?
i've always fished the platform opposite the arch so where should i be roughly casting to target conger?
also been told you can actually get down onto the arch, anybody know where abouts you get down to it and if its abit dodgy?

any info would be much appeciated
