Please find attached all information relating to the recruitment of the FWA Angling Development Manager.

DEVELOPMENT MANAGER – FEDERATION OF WELSH ANGLERS

Salary: £25,000 per annum

The Federation of Welsh Anglers is a newly formed partnership between the Welsh Salmon and Trout Angling Association, Welsh Federation of Sea Angling and Welsh Federation of Coarse Anglers. The collaboration will further develop angling in areas of increased membership and long term financial sustainability.

This is a key role in which you will establish, implement and maintain effective administrative systems to underpin the achievement of all the strategic objectives of the Federation of Welsh Anglers. This will include membership services, corporate governance, administrative and financial management.

You will develop effective working relationships with key partners and oversee the development of a long term strategy, together with providing advice on funding and project management.

With a high degree of professional credibility, you must have excellent communication, negotiation and planning skills, together with strong financial management skills.

You will have at least three years’ work experience in a professional working environment and ideally be educated to degree level. Knowledge of governing bodies of sport would be an advantage.

Traveling will be required so access to a car and current driving license is essential.

Job Title: Angling Development Manager Date: June 2005

Responsible to: Executive of FWA

Line Management: Provided by one representative of each from Federation of Welsh Anglers (FWA), The Sports Council for Wales (SCW) and Environment Agency Wales (EAW).

Location: To be determined

Grade: D/E Circa £25k per annum

Main Purpose of Role

To establish, maintain and implement effective and efficient administrative systems to underpin the achievement of all the strategic objectives of the Federation of Welsh Anglers and in particular

• Membership Services (40%)
• Corporate Governance (30%)
• Administration and Financial Management (30%)

The main tasks within each of these key areas have been identified and will include:

Membership Services

• To assist Membership in both the number of affiliated clubs and individual members at all ages within all three National Governing Bodies (NGB’s) by developing a comprehensive membership strategy.
• Develop effective working relationships with key partners and volunteers to enable the sport to become more sustainable in the future.
• Maintain new FWA website with regular updates for membership and potential sponsors.

Corporate Governance

• Oversee the development of a long term angling strategy and the submission of a collective forward plan which will include special projects.
• To provide advice and support to all three NGB’s Executive Boards and their respective volunteers. Such support will include advice on external funding and project management.
• Implement and monitor FWA’s priorities and targets.
• Support Executive Board Members and volunteers to deliver and maintain effective Corporate Governance in areas such as finance, legislation, child protection, equity and good practice.


Administration and Financial Management

• Assist and support all three NGB’s in implementation of financial management systems.
• To prepare and submit the Federation’s Audited Annual Account.
• Monitor all three NGB’s budgets against FWA priorities in overseeing the introduction of an accounting system.
• Produce accurate financial reports initially on a monthly basis.
• To support the WACF in the preparation of their Angling Coaching Plan.
• To create an appropriate administrative system to ensure the effective delivery of FWA.
• To ensure the post and management structures become self financing within three years.
