Hi I am looking to buy a backup handheld VHF radio any Ideas? If I can get a better quaility second hand one should I go for that?

ICOM or Standard Horizon IMHO & one with DSC if you can stretch to it
I use an ICOM M71 myself, brilliant little handheld, waterproof & compact but not DSC.
When I have/need to get another then it will be one with DSC (one of the above makes).

With what's on the market at the moment, no contest for me: Standard Horizon HX851E - if you ever found yourself in the water the DSC function could be a life saver. Last time I checked (I haven't just now) the ICOM DSC was about £100 more.

Agree with Clinker - I have the HX851E and its a great piece of kit. I also have the 280E - another good piece of kit, however I would always try and stretch to the DSC stuff now
