I’m able to find casts but as soon as I dig down I just hit a sheet of hard rock. If there’s casts there’s worms but where are they?

I would suggest trying a new area. I've had that problem before and just ended up snapping forks on the rocks.
I've moved a few meters up or down the beach and found deeper sand. In my case I found that the depth of sand on top of the rocks wasn't the same all over the beach. I can't comment on your beach, but might be worth a try.

Worms can find their way around and under boulders making them hard to get out. As said, try different areas of the beach. You will get a picture of where the deeper areas are.
Another thing is if they are small worms [thin casts]They could be a lot higher up in the sand but so small you struggle to see them
