Hi mate you could try cutting the head an tail of a mackeral take the backbone out leaving the guts in (cut it along the back to get the backbone out) then turn it inside out ie skin to the inside then whip it into a big sausage shape mount it on a couple o hooks pennel style ,you dont need great big hooks but theve got to be strong ,try sakuma manta extras ,ive had eels to 40 lb doing this ,in scotland an ive lost much bigger in ireland ,it sounds complicated but its pretty easy to do.good luck
