i just got a 12" , 2,3/4lb rod that i use for flattie fishing , would it cast a 3oz lead? or should i stick with 2oz. and what type of lead should i use for flattie fishing?

The rough formula is an ounce for each lb of t/c so you will be OK.....don't try for the horizon though. I prefer to use a plain lead that can roll around: movement attracts, and it might find the gulleys. Obviously if it moves too much you'll need a grip lead.

Unless the walls of the blank are really really thin it will handle 3oz perfectly well. If you use gripper leads it will have no problems with that. Use a big reel like a biomaster or a daiwa emblem cause a little reel in a big tide will be a disaster for your gears.
I have used carp rods from 2lbs to 3lbs for general beach fishing. Perfect for the task. The reel is the critical point.
