I would like to strip it down to the bare blank taking away the over and under whipping and red finish making it lighter and quicken up the recovery taping on minima 4s would it make alot of difference to the rods action

Cant speak for that rod but I did that with a source estuary match, replaced bnhgs, all10..yep 10 with single legs, and a light coat of varnish and the recovery was much improved.

As for the red hue is that a pigment in the resins used to cure the cloth ..?

What I mean is, is it embedded deeper than paint...?

The red clour is gell coat and the blanks were dipped into it. It needs to be removed carefully so as not to damage the graphite . Lee Andrews did the same thing to his and it does make it respond a bit sharper .
