I wouldn't bother mate.
Nobody I spoke to while fishing, or where I bought some tackle, had even heard of it. One local, working in our hotel, had, but he just laughed. Apparently, if you have a whole day spare to traipse across town from office to office collecting rubber stamps, you can buy one as a souvenir, but the only real regulations you need to follow are the "no fishing here" signs (eg off the marina wall)
