Amateurish question but what fish can be caught on low tide. Can Mackerel/Pollack still be caught on low tide

It depends on the mark, both in terms of tide and habitat. Some areas will fish better at low tide, others at high, others all the way through the tide. The tide is just one of many variables but yes, provided the area has the underwater habitat to support them, you should be able to catch those species. Pollock prefer deeper, kelpy ground. Mackerel are a shoaling fish and will move wherever their food source is.
