You'll need to check locally, some councils don't allow it others will but probably not a lure rod but give your local council a buzz & it will be on their website

Local council has no say as far as I know. Fishing in rivers, even tidal ones is subject to the coarse fishing regulations and season.

Yep that's right, but most rivers are class as the sea until it reaches the first bridge but again check as this varies .

The River Kent (in Cumbria) is a trout/salmon river. There are seasonal restrictions on fishing techniques.
