If its shore fishing your after, then the thames from tilbury in essex (or maybe gravesend if your south of the river)eastwards is a good bet. Pretty sure you shouldn't have many problems chartering a boat in essex for the thames estuary, kent/essex coastlines either.

adding to shore fishing, its so easy to get down to dover or dungeness areas only between and hour and hour an half away, also isle of sheppey has shore fishing.

it is just as quick to get to these than travel across london by using the A2 - M2 - M20

Brighton is no more than an hour

Believe it or not you should be able to catch plenty of flatties as far up a Battersea or even Putney.

My dad used to work at Battersea power station in the 70's after the Thames started to get cleaned up and they always had loads in the water intake filters.
