I am going to the South Devon area later this year and have been doing some research on places to fish for bass. Recommended is the River Avon estuary and River Yealm estuary. I think they are both bass nursery areas so apparently sandeel bait (live or dead) is not allowed. I think this is to prevent the catching of sea trout.

Let me know how you get on if you go. I am getting into this plugging for bass, but haven't connected with anything yet. Went to Hayling Island last Friday with the plugs. Didn't catch anything, but saw a few bass swirl on th surface.

if it is a bass nursery area that is for a reason.
why not leave them in peace and fish somewhere else.
the reason you aren't allowed to use live sandeel would be because of the bass there not sea trout.
i don't think you are allowed to take bass from a nursery area either.these areas are normally full of undersize fish anyway.
