Try the firms themselves. They do sell blanks for SOME of their rods.
When I was looking generally for blanks I found an American firm that had an amazing catalogue. This was mostly fibreglass with only a few Carbon blanks. However I've lost the link!!! I THINK I put fishing rod blanks into Google? Sorry!

I got my last Zziplex blank from summerlands - good service.

I dont think julian deals in blanks anymore as the rod building side is no longer as said summerlands and you could try gerrys ive had a few blanks off him in the past
