Try devils point on the smaller tides,at the minute theres plenty of mackies and herring.Mount batten worth a go although it gets busy,anywhere along the hoe foreshore.
I used to live in Plymouth and always used to catch a few mackrel from the sea wall right next to the 'Waterfront' pub over at West Hoe. I found early morning tides were the best as it was always nice and quiet then. Floatfishing the old mackerel belly strips always worked a treat. It's nice and easy to get to also. Good Luck!
